Some musical device

It's really obnoxious how I'm really bad at putting my things in categories.
So yes, I also like photography. This is some sort of musical device at my favorite local park/playground. Like a hanging xylophone/ unmoving wind chime? I dunno, it's pretty nifty and makes nice sounds. I thought it was pretty so naturally I whipped out my camera. Nothing spectacular.
